Damn I take a nap for a week and everything gets all fucked up.
My father was a midget, so I'll keep this short. More detailed explanations are spoilered.
Firstly: We have a new Military Structure

The team that I had looking in to a new military structure has finished its work. We're switching to a pretty different style where we'll run Campaigns led by a Campaign Commander, with support from the rest of the directorate. MilDir will have access to High Command, and will consist of 2-4 people, and all of the Strat FCs. These people will be to set the direction of our military, and recommend a course of action to me.
Here's a lot more boring shit that most of you probably won't want to read, but if you do, it details the responsibilities/permissions of each level of the new MilDir:

New Mildir
2-4 people, could be some sort of FC but not required.
Mission: Set the direction of the military at large. Recommend course of action to Booda.
This group will contain all Strat FCs as well, so that they can provide direct input on major military decisions.
The entire midir team will be in highcommand for direct discussion and coordination with other division heads.
Campaigns will be led by a campaign commander, with the support of the rest of the mildir team.
Responsibilities
1. Design, publish and maintain alliance fleet doctrines. Must be aware of the alliance available skill-pool (we have this information in Auth, right? We can pull stats on that right?) in doing so. People will be more open to change if the training for a new doctrine isn't in an entirely different direction.
2. Take input from Strat FCs regarding the course of a conflict and design a strategy to achieve the campaign's objectives.
3. Take input from TIA regarding an enemies current strength and design an appropriate response to that strength.
4. Take input from logistics and recon regarding war capabilities when making decisions
5. Make sure FC bootcamp members are getting the proper training
6. The mildir team is able to declare fleets reimbursable.
Strategic commanders
These guys are the top level FCs, and will be responsible for handling big strategic fleets.
Responsibilities
1. Lead big stratop fleets
2. Provide input on mildir team decisions, and if willing, take part of the mildir responsibility.
3. Strategic commanders can declare a fleet reimbursable
Military coordinators
These guys are responsible for coordinating between the mildir team and all FCs. Leading a war or deployment is no simple task, these coordinators will be in charge of handling day to day operations to keep things running.
The members of this group will be chosen by the Mildir team and the current campaign commander
Responsibilities
1. Understand the campaign/strategic goals
2. Making sure we have ops posted, FCs to lead fleets, and proper support people (recon, logi, etc) in place for fleets
3. Handle broadcasting for fleets led by Skirmish or entry-level FCs - and therefore, make sure broadcasts are clear and provide the proper information
4. Decide which ops are reimbursable based on current goals
5. Help skirmish and strategic commanders with fleet scheduling and op posting - including, if necessary, finding FCs for schedule ops
Skirmish Commanders
This should be the largest group of FCs. FCs in this group have shown that they are competent enough to lead their own ops
Responsiblites
1. Lead fleets in support of the current campaign or war
2. Publish fleets to the Op Calendar
3. Make sure the Mildir or coordination teams know of your achievements - including posting AARs for fleets
4. Help up and coming bootcamp FCs learn how to lead
Cap Commanders
FCs who are competent and trustworthy enough to lead cap fleets can apply to join the Cap FCs group. You can be a cap FC and a skirmish FC at the same time
Responsiblites
1. Lead cap fleets and coordinate with subcap FCs during ops
2. Schedule and broadcast ops to caps groups
FC Bootcamp (name TBD)
This is the entry level group for FCs. In this group, budding fleet commanders will get experience leading fleets and gangs, and get training and assistance from the Skirmish or more experienced FCs. Once an FC bootcamp member demonstrates competence and ability to handle fleets on their own, they will be promoted to the skirmish FC group
Responsibilites
1. Lead fleets and gangs in time of peace and war
2. Work with the mildir coordinators to schedule ops in advance, and to broadcast for fleets
3. Lead fleets either independently or with the support of a backup skirmish/strat FC
4. Make sure the Mildir or coordination teams know of your achievements - including posting AARs for fleets
Recon and Predditors are no longer official parts of the military structure. They will both be handled separately.
Auth groups, Jabber groups and other IT services
Each group will have an auth group. All FC group members will be in the unsecure fleetcommanders jabber channel. Skirmish FCs, Strat FCs, and Cap FCs will all have access to the testcommand coordination channel. The entire mildir team will have access to the highcommand group and channel.
Mildir, Strat FCs, and Coordinators will be able to broadcast to all.
Of course we'll be keeping an eye on how things go and make changes as necessary. The big ideas are that our top level FCs have more influence over alliance direction and decisions.
Secondly: We have new leadership for other groups, such as Diplos, Predditors, etc…

Now, I know most of you sperged yourself out on the forums and in test social today to your heart's content, creating ten pages in four hours, over Viktor Villiance, and his jabs at Dingo, so I'm making it public that Viktor has been relieved of his position. Over the past few weeks it became obvious that his views didn't align with my own - he is simply unable to do the job I expect (which is also partially my fault). I reached this decision a few days ago after a serious talk with him, your pitchforking was a few days too late .but then again so was me doing something about it.
Next: Over the next week, eight corps are going to be asked to leave TEST - for various reasons. Some already know this, others will know soon. I wanted to do this before the ~war~ but oh well. Corps will be given time to evac and what not before being kicked/reset (I'm thinking a week is enough time)

An additional 2-3 corps are currently WALKING THE LINE and have a week to shape up, or get kicked as well. Which I may leave up to a vote if I can't decide which ones to get rid of myself. Teehee.
HOWEVER, this does not mean that the rest are you are safe; corps that are currently engaged with shitting on others, or on people are going to have to cut that shit out yo, TEST needs a unifying goal, not autists sperging at each other, and it's time we stopped tolerating corp leadership allowing their members to shit the place up - doubly so when it's the leadership doing the shitting. That's just fuckin ridiculous.
To this end the forum mod team has been expanded under the guise of dear leader Te Tumatauenga. The team has been instructed to purge the forums of shitty Morale threads, and badposts/threads with fire. Expect infractions to flow like water, as well as thread locking/cesspitting. The fate of green bars is still unknown.

ASH and EMP are moving to Cobalt Edge to crash with PL,
INIT/WALLT/and someone else who I don't remember because they're unimportant are planning on moving to NPC Delve to do bad things to us.
CFC squads are anticipated to deploy when they're done calling CTA's with the hopes of inflating their PAP link scores (looool).

We've got some serious problems.
If TEST in our current state was a fetus, and I was it's dad, I would abort it so fast Rush Limbaugh's head would spin.
I already said I'm dunking a bunch of corps, because they're kinda gay.
I've already shown you the beginnings of our new leadership structure, and we're going to start filling it out and working on the rest of our organization.
I've already told you some of the perspective changes I want to see happen (and I have people making sure stupid shitheads don't get in the way).
And now, we've got another defensive sov war coming our way in Delve, and fuuuuuuuunk that. None of us want to fight another defensive war right now, that shit is mad gay in the most offensive way possible.
So we're going to do something else.
I want you to think back to my first SOTAs, the first news post I made that didn't suck. I talked about how TEST would be in a position with nothing to lose. Now, we're going to follow through.

The screenshot above shows what Ominae and I are dubbing "The Testagon." There are going to be fights nearby (and those that come to us), there is delicious jew-pportunities for our members and corps to support themselves and each other and an easy logistics route to Delve and to Highsec.
