We are adding Omni ECCM effects to Sensor Boosters, Remote Sensor Boosters and Signal Amplifier modules, and adding a new ECCM script for the active modules. Existing ECCM modules and blueprints will be converted on patch day into their closest sensor boosting equivalent. "Like many old sets of modules, the Meta 4 scramblers were strictly better than T2, significantly reducing the choice involved when choosing fittings. We are correcting this issue on many module sets as we move through them for Tiericide and scramblers are no exception.
We are splitting the faction points into three categories. Caldari, Guristas, Khanid and Dark blood have the shortest range, lowest fitting and cap use. Minmatar, Angel and Sansha have the longest range, highest fitting and cap use. Shadow Serpentis and Federation Navy fall in the middle. All faction scramblers now have 3 points of disruption strength.
Officer disruptors and scramblers now have the word "Heavy" attached to their name to indicate their high fitting costs, and have had their disruption strength increased significantly to 3 and 6 respectively. With the later Citadel expansion we plan on adding lower-meta versions of "Heavy" points aimed at capital ship usage since extra points of disruption strength will prove useful for tackling supercapitals after the expansion. The officer points are just getting in on the change early."

"Our web changes cover a few areas. Like many old sets of modules, the Meta 4 webs were strictly better than T2, significantly reducing the choice involved when choosing fittings. We are correcting this issue on many module sets as we move through them for Tiericide and webs are no exception.
We have adjusted the faction webs so that none are "strictly" better than any other. We do still know that some stats are going to be more highly prized than others so values will not be even, but that's fine. The important thing is that each faction web variant now has a useful niche.
We had earlier proposed converting officer webs over to the new Stasis Grappler group, but after listening to your feedback we've decided to do a more traditional tiericide pass on the modules and add the word "Heavy" to their names to hint towards their unusually high fitting costs."

"These modules have long been the crappy cousins of all the excellent capacitor modules in EVE. Back in 2012 they were given a new function that randomly reflected Nos and Neut effects back at the attacker. Although it is helpful in niche situations, this bonus has significant problems with clarity for both players involved. So we are removing the reflect mechanic and replacing it with the new Capacitor Warfare Resistance attribute. This is actually a change that we began in December but there was a significant bug with it that we are fixing along with this Tiericide pass.
This Capacitor Warfare Resistance is stacking penalized with multiple copies of itself and generally works just like armor and shield resistances from normal hardeners.
We are also buffing the capacitor benefit of these modules quite a bit, and adjusting their fitting significantly (generally increasing powergrid usage and reducing cpu).
You'll notice that the Nos/Neut resistance is the same between different sized modules of the same meta level. This is intentional, and we do expect that in some cases people may fit undersized Cap Batteries simply to maximize their resistance. However as long as the capacitor bonus is significant enough (and we believe it probably is, but SISI testing is of course required) you'll still want to fit the largest cap battery possible for your given fitting room.
We are also adding faction cap batteries for the Republic Fleet, Dominations and Thukker Tribe."

"We're adding new named versions of Omnidirectional Tracking Links and Omnidirectional Tracking Enhancers, but leaving the rest of those groups alone at this time.
Remote Tracking Computers are getting a sizable set of changes. We are unifying their cycle times at 12 second, buffing tech 1 significantly, and increasing the base range of the modules by a large margin (including the addition of falloff). The increase in base range will go alongside a change to the 150% per lvel RTC range bonus that is currently on Scimitars and Oneiros'. That bonus will be replaced with a 5% per level RTC falloff bonus, as the majority of the old effect has been rolled into the module base stats. The RTC strength bonus on these ships will remain untouched.
We are continuing to observe the use and impact of Missile Guidance Computers and Enhancers. We do hope to add faction versions of these modules in the future, but we need to give the impact of the base modules more time to settle first. As such, we don't have any additional adjustments to Guidance Computers and Enhancers planned in this particular patch."
