In our current environment we cannot field battleships. Too many people are ready and willing to hotdrop us. After which a battleship’s lifespan is measure by the lock time of the dreadnoughts. We are unwilling to go hide in an obscure corner of eve where we won’t get dropped. We cannot compete on a capital level against the combined entities who will come for us. As the dust has settled we are left with two viable doctrines, Nagas and Tengus.
Nagas have exceptional damage projection. We can fire back at any enemy aggressor. They produce superior DPS and their application of that DPS is solid. The downside is that Nagas are thin ships, they lack T2 resists, and have large signatures. Modern Battleship doctrines destroy them easily. At the same time tracking becomes an issue vs cruisers. Nagas only really shine in fleet fights against Drakes and that is rapidly losing value. The Drake blob is getting a kick in the balls. Not enough to kill it, but expect to see it walking funny. That leaves us with a good roaming ship that can dance around light enemy formations but is not suited for fleet fights, and dies in numbers if things go wrong.
The Tengu has good damage projection, excellent tank, and superior mobility. They show well against a number of doctrines. They will still be superb after the missile nerf. The problem is one of cost. They are extremely expensive and there is not a provision for training an FC using a cheaper fleet. Losing one or two Tengus is a disaster. Whelping a Tengu fleet is unacceptable. Its getting worse. In our current position funding Tengu fleet is becoming more difficult.
We need a doctrine with the following traits:
#1 No more than moderate cost.
-We are not scrublords flying T1 battlecruisers. With our current fleet numbers we need more of an edge than those doctrines provide. But we cannot afford to fly top line doctrines like some of the alliances out there. Faction Battleships and T3s in the pursuit of no serious objective at all is beyond our budget.
#2 Capital Resistant
-If Sentry drones and Dreadnoughts can kill us they will. The ease of hotdropping them in somewhere is too great. We are limited to cruiser and BC.
#3 Blob resistant
-We desire a doctrine with superior tank and maneuverability. We are few in number so we must make it difficult to kill any one of us. Our enemies are numerous so we must be able to evade them.

As I mostly run USTZ I will not guarantee EUROTZ FCs will be using this doctrine. However if they want to use 100mn afterburner ships and it is not a CTA for a SOV objective they will be using Zealots instead of Tengus.
