a target is supposed to take (damage)*(signature/5000)*(1-resists) per tick
atm it's just doing (damage)*(1-resists)
it is supposed to work like a bomb does with regard to targets signature (with 5000 instead of 400) so obviously this would not be possible if working as intended - the cerbs would take roughly 1% of the damage they do in the video
edit: http://comfy.moe/fnawir.png this is the attribute i think the damage should scale off of - it looks like the wrong one was copied from bombs and whats strange to me is this attribute has actually changed since the test server

How many ticks is it supposed to do? Does it deal damage to a target in the lance per tick, or does a target take only a single tick?
Looking at the information, it's supposed to deal 50,000 Kinetic Damage once every second, for 15 seconds. All this before skills.
I went to find a fit on Zkillboard to get a general idea of the resists. Turns out, there's a whole bunch of them that'd just died to a Titan. The fit I found has the following Resists with All Vs:
- Shield: 66.7% EM / 86% T / 79% K / 65% E

- Armor: 50% EM / 86.3% T / 62.5% K / 10% E

It has a suggested EHP according to EFT of 45,683 HP for Uniform. Edited for Pure Kinetic, it has 55,698 EHP. The ship's Signature Radius in warp (since the MWD equipped wouldn't be active) is 194m.
Using your formula, it should be (50,000) * (194/5000) * (1 - 0.79). Or 50000 * 0.0388 * 0.21 = 407.4 * 15 = 6,111 for the duration of the beam. Which is...
Shit, you're not kidding. It's 1% of the damage.
EDIT: Turns out it's dealing Explosive and, assuming Doomsday Ops 5, 75,000 damage every second for 15 seconds. Deal damage first to the shields (total 10350 with V), then to the armor (1200), creates this:
75,000 * 0.0388 * 0.35 = 1018.5 per second. 11 seconds punches through the shields (10350) and hits the armor: 75,000 * 0.0388 * 0.9 = 2619 * 4 = 10476.
